Day time and night time are the same length. It's called the vernal equinox.

Springtime starts when the sun crosses the equator from the Southern Hemisphere into the Northern Hemisphere

Details: As the Earth goes around the sun, the sun seems to go up north in the summer and then dip down below the equator in winter. This happens because the earth is tilted 23 degrees, it's not straight up and down.

More details. On the 1st day of summer, the sun seems to be as far North as possilbe, which is at 23 1/2 degrees north, at the Tropic of Cancer. It then goes down to the equator (1st day of fall) and then down to 23 1/2 degrees South Latitude (Tropic of Capricon) (!st day of winter). All this happens simply becuase the earth is tilted.

It's determined by the sun and the rotation of the earth. Spring & Fall begin on the vernal & autumnal equinoxes, which occur on the day(s) when daylight and night are the same length. Summer solstice occurs on the day that has the most light (day summer begins) and the winter solstice occurs on the day that has the least light (winter begins). So it's not chosen, necessarily. The season changes are handed down to us from ancient rituals.

The days that the seasons start are based on the movement of the sun. Winter and Summer start on the solstices, these are the shortest day(Winter) and the longest day(Summer) of the year. Spring and Autumn start on the equinoxes, these are the two days a year that night and day are the same length.

From weather predictions by meteorologists, and usually it's about the same day each year I believe. Basically, when it starts getting warm for good. And usually around March/April/May time, because usually that's when the weather turns warmer, according to the past decade or so. Hope I helped.

its picked by the dya that is exactly between the summer and winter equinox (teh shortest and longest days)

winter equinox is december the 21st, and summer equinox is the 21st of june. the day exactly in between is the 21st of march.
acourding to our calender on this date, the spring start on this date.

in most western countries (not all) daylight savings time changes are the first saturday after the 21st of march. and 21st of september.
