I have just got an HP Omnibook xe2 laptop which will not start up.On turning the laptop over I noticed the fan was missing.Does the laptop require the fan in order to start up?

It should not require the fan to turn on, but it will require it to run properly. Without the fan you should at least be able to power it up and go into the bios. But once you start loading windows, the CPU will heat up and not having that fan will be an issue.

The fact that the fan is missing says that the person who had it before you was fiddling around on the inside of the machine. That would lead me to believe that they broke it while playing with it and then pawned it off on you.
