I think on some models, there are resistors or reostats that look like a spring that reduces the voltage for low speed. Could this be my problem and if so where would it be located?

It would probably be on the blower assembely under the dash, behing the glovebox. They sit in the blower to stay cool. If it isn't that your brushes or bearings may be out on the blower. Check the resistance.

There is blower motor resistor under dash passanger side two hold it in. I believe 3 or 4 wire connector. Very easy to replace.

yes and its in one or two locations under the dash or under the hood near the fire wall good luck it should be the resistor but if not also check the relay

I've got the same problem with my old Yoter, I'm just to lazy to fix it.
