My computer seems to supply power to external devices even after it has shut down. The keyboard lights remain on and power can still be drawn from the USB ports. I have one of those light-sensing self-illuminating USB webcams and its lights come on even after the computer has turned off. What should I do to prevent the computer from supplying power?

No I'm not putting the computer into standby. I always use "turn off computer" from the start menu (and "turn off" button after that). The computer won't take any inputs from the mouse or keyboard (obviously as it's turned off) but it's supplying power to them as well as the usb ports.

I found some "Wake on Event" settings in BIOS power management but that changed nothing. I noticed that my PS/2 optical mouse is drawing power as well. The light under it is still on after the computer is shut off. Also I'm certain that my computer is always turned off instead of being in standby, hibernation, suspended mode etc. I don't actually ever use the power button to turn my computer off anyway. (I use Start > Turn off computer > Turn off)

Your pc is weird. Maybe it has Gremlins.

Sometimes the computers has power settings you should check within the BIOS. My computer has the ability to power on by clicking a mouse or keyboard which are both on the USB. So, you may need to check some settings there. Also, because modern computers use what is considered soft-power (allowing the operating system to control the power), it may be waiting for additional input from the computer or external devices.

On XP, a Power Options icon would be located within Control Panel. Check the settings to make sure it isn't going into hibernation when you press the power button o or some weird standby also though you've suggested that might not be the case.

How are you turning your computer off? Are you simply pressing the case button? If your running windows Xp Go to start then "turn of computer"
If your computer is going into standby then it will still supply power through usb.

If you only press the power switch briefly to turn your machine off it will only go into standby and aux devices may well stay on. To make sure your PC is completely off, press and hold the power button for 5 seconds then release it.

It is going into standby. Go into the control panel and open the power options. One of the tabs (Advanced) you can select if you want your pc to standby or shutdown when the power button is pressed.

if its really not in standby mode then your motherboard has a short somewhere in it. try cleaning out the dust inside the box
