Some people can't afford a lavish, expensive weddings. My family would have been really upset if I didn't invite them to some over the top wedding, but were fine with me living with someone.
Other people just don't want to make that sort of commitment. A lease is only a year... a marriage is forever.

Perhaps they harbor anxiety from a failed relationship in the past? It might have even been their parents! It could be against their personal belief system or code of ethics. They may be together for mutual convenience rather than spiritual commitment. Many people cohabitate later in life rather than face double taxation due to our complicated and sometimes patently unfair tax laws (especially to senoirs who remarry)
Sometime one partner will lose a pension, health benifit, or even inheritence if they enter into a formal relationship under contract. This is esprcially true for military widows and widowers.
Some people feel that marriage will take the romance out of their relationship. They are afraid of taking each other for granted, or resenting each other after the commitment has been made. Some people cannot remarry because of religious reasons. The family will not accept the marriage because of a previous divorce or sometimes even a death of a spouse. Rather than openly flouting the beliefs of that denomination, they choose the lesser step, which is cohabitation.
Some people feel that they have had the one love of their lives, but don't especially like living alone. Many young people start out with platonic relationships that evolve into more intimate ones. There are as many reasons as there are people and they are not necessarily evil or ugly. Formal marriage means many different things to different cultures, and it doesn't make a couple more faithful or committed. Only the relationship can speak to that. Making a formal contract can solidify the relationship in the lives of some couples, but given the divorce rate in America alone, it is no guarantee.

Just like, some people like to test drive a car before buying it. it allows them to find out what the relationship has before signing the title to buy it. really marriage is only a piece of paper with a commitment.

Unsure they want to make it permanent.
Don't want to have to pay for a divorce if it runs in the ditch.
Afraid of commitment.
Want to remain "free" to leave if they choose.
Some think cheating doesn't count if you're not married.
Some want to keep their money separate.
Don't want to lose (or share) their assets if relationship fails.
