is the line meant to go through as many points as possible, or have the same number of points either side of it?

neither.
the distance of the points from the line is the least. i.e. drop perpendiculars from the points to the line. the sum of lengths of these perpendiculars must be the least possible, then the line is the best fit.
it is not necessary that the same number of points lie on either side, but more or less the same numbers do exist.

I learned that the best fit line is a line thats diagonal and goes through the most points!..i'm learning that to.

Neither...it is line that has the least amount of total residual distance between it and the data points.
