Yes, Naruto, the anime, is about a young boy by the same name who has become the village nuisance. Without parental figures to show him right or wrong, he has developed a sense of rebellion. He's loud, obnoxious, immature, and overbearing at times. This is where the anime begins to take shape. It not only is about just the main character, but about the individuals that he comes in contact with as he journeys through life, that and he so happens to have a nine-tailed demon sealed within him which causes this journey to be slightly more adventurous than the normal mundane one, but that's beside the point..lol
As the anime progresses, and the manga itself, we have the privilege of watching Naruto and his companions grow into young adults. When we first meet them, they are academy students all caught up in the overly dramatic life of wanting to be a ninja, but, as I said before, the progression of the character development allows us to see inside the characters, see their formation into something greater. We get to see how they have gotten to where they are, and what has shaped them into the Shinobi's we know them as today.
Each character has a different background, and each character has something to contribute to Naruto, the anime, and Naruto the character, Each person leaves their mark upon him as does he upon them. Though Naruto is rambuxious and annoying, his heart and courage is indomitable. He rubs off onto the others, giving them strength to persevere through anything that befalls them.
There is also the rivalry between Sasuke, the academy stud, and the kid who is the outcast. Naruto gets caught up in Sakura, who doesn't notice Naruto instead falls head over heels for Sasuke. It is this rivalry though that slowly transforms itself into a deep friendship that further pushes the two in to becoming the greatest ninja they can possibly be.
There are amazing fight scenes, very innovative techniques, and fighting styles, but there is so much more to Naruto than that. There's a deep psychological pull that gives us the sense of being a part of the adventure rather than just "seeing" it. The anime pulls us in, giving us a sense of the world Naruto lives in and the bonds he makes with others, whether it be through his sensei Kakashi Hatake, Sakura-chan, or even Sasuke.
There are over-the-top ninja jutsus...plenty to go around. There is plenty of tension within a fight scene or building up to one. There is love, hate, vengeance, pain, sorry, laughter, happiness...all rolled up into one anime. It isn't just an anime based purely on fighting like dragonball, but a more deeply driven anime, something that lives well within us, something that we can all relate to, and watching Naruto live out his dream is like watching ourselves unfold before our very eyes....slightly melo and overdramatic...but it works..lol.
There is never a dull moment within the world of Naruto...besides the fillers..lol. Everything moves in cycles within the anime, just like it does in life. There are so many twists and turns, it will constantly keep you on your toes, biting at the nail to see what is going to happen next. Unlike being dumbed down in the American version, Naruto is a well rounded, emotional pulling anime that grips you with it's plot, and pleases you with it's fight scenes..

ehh..... its about a boy who never had parents... whos dispised by everyone in town, no friends, underachiever, no skills..... but he grows and learns and its heart warming..... plus the comedy... so funny.... the action.... cool fighting scenes... the romance.. wait, theres very little romance.....
overall... it has awesome jokes, cool fighting scenes, and a sad background..... seems like almost every character has a major tragedy that happened to them.......
