Well, the American Heritage Dictionary's first definition of pornography is:
"Sexually explicit pictures, writing, or other material whose primary purpose is to cause sexual arousal."
Playboy undoubtedly is full of pictures and other material that's designed to arouse, so yes, it's pornography.

anything that requires an age restriction and has nudity is by common definition porn. it's just soft core not hard core.
