There was no political voting, except for mayors and only people holding certain amount of land could vote. In the late 1800s and early 1900s people were voting in parlamentary elections, but the elections were canceled several times by czar. T

here are plenty of sources about the subject matter, but they are all in Russian, few in German and French.
