What is the percentage of English literate population in China?

I don't know the percentage but Wikipedia said that there are 300,000,000 people that can speak English in China. China is also the have the rank of number 3 in the amont of English speaker.

That's probably difficult to ascertain but as an ESL teacher I've read that there are over 800,000,000 English as a Second Language speakers worldwide and of those 87% were taught by non-native speakers.

Based on my travels in China, I would say very low, perhaps 10%.

You can't find a taxi driver or a restaurant server who speaks English.
