I think that what the CA 1989 did was attempt to provide guidance and a framework for local governments to base their own policies. This also gave some legal backdrop if a local Government failed and didn't have the correct procedure in place. I feel that the move towards every child matter has given a further direction into the choice and care of children, young people and their families.

I am not too sure about the use of the word control as the government doesn't set legislation in stone so it won't be to give control just provide a framework. If it were to issue an act that gave blanket control it wouldn't be broad enough to meet the diversity of all local governments and boroughs, it also wouldn't be flexible enough to meet the very changing need of the client group it was aiming at.
