Form the force diagram.
Force on the chadelier will have the centripetal force component (outward) and the gravity component (downward)
tan 16.5deg = v^2 / ( r * g )
=> v = sqrt( 200 * 9.8 * tan 16.5deg )
=24.1 m/s
