if its 30kbps then theoretically it will take 11.37 mins
if what i'm think is that your on a dialup then the download rate is much slower that the Connection speed
it generally downloads @ 3 kbps then it will take about 1 hour 40 mins

10MB or 10 Mb, they're different. One is 10 Megabytes (MB) the other is 10 Megabits. 1 Byte = 8 Bit
To download a 10MB-sized file (10MB = 10 485 760 Bytes = 83 886 080 bit) on a 30kbps connection (30kbps = 30720 b/s) require 2730 second (roughly 45 minutes) assuming a perfect connection, actual time might be longer, perhaps around 1 hour.
To download a 10Mb sized file (10Mb = 10 485 760 bit) on a 30 kbps connection you'll need around 340 seconds (around 5.6 minutes), again assuming perfect connection, but this time it isn't really much to care about since the difference is too small for an average human to care about. Possibly an actual download time might be around 7-8 minutes.
Note: Glenn, dial-up actual speed, although is lower than the theoretical speed, generally is only around 70-90% than the theoritical speed. If your speed is only 10% from theoretical, you must've been using a really bad ISP or a really crowded ISP or the quality of the phone line in the area must've been really bad (if you're hearing screeches while phoning that might be an indicator of a bad quality phone line).
