if a house has a "guide price" oof £650.000 what is the least you would offer to be taken seriously?

About £600,000 if you're cheeky. But you probably would need to go to about £620,000 before the vendor starts to sit up and take notice.
I work in an Estate agency, and a lot of people try a starting offer of about 8 - 10% below the market price; they don't usually get lucky though!
Unless the vendor is greedy, you shouldn't have to go over £630,000

Offer price is purely dependant on the market action for the area and the popularity of the propery. If it's a dump, offer accordingly.
If it's priced competitively and you can handle losing it, offer 6% below. if you really want it and so does everyone else, offer higher than list and take it.

look around and see if you can find a better buy for the price if you can not then it is probably worth it.600000 is a serious offer and acceptance would depend on the vendors circumstances

£500,000 I would say. Estate agents are the ones overvaluing properties and pushing prices up. They are big contributors to inflation. Good luck.
