You did not say what OS is on each, If I it was a perfect world, Ubuntu Linux on both, you said Dell, put Ubuntu Linux on a 4-10g partition and open a VPN. Does not really matter what OS ,Printer port can also be used.
Data can be transfered through any COM, it is Networking 101. No outside connection to internet needed. The two PCs make together make a LAN or Simple Network. Look at the game boards and LAN parties. Some use to and still do connect using API or COM ports.

That explains it a little bit. If you have one printer Cable, or even a Telephone COM it can be done.

the two pc's have to have some type of network connection , this can be done several ways #1 a router and both pc's in the same work group (probably the easiest ) #2 the use of a cross over cable to each pc's nic card and the set up of a private tcpip connection so the pc's can see each other

Try using laplink software. This software will usually include a cable. Another way is using flash drives, they now have flash drives up to 2 Gigabytes. Just hook up to your USB connection and the computer will consider that as another hard drive. Good luck.

it would not matter if you had a dell and your friend has a different pc like Hp. They run Windows. Dell does not have it's own os.

Try using Bluetooth if both your Notebooks have it. Bluetooth is by far superior to IR.
