Nope. You can be 7 foot tall and have a 2 incher. You can be 4 foot tall and have a 15 incher. It's just based on genetics, and yes, it's also based on body size. Usually, guys carrying more weight have smaller penises because of the "fat pad" that is right on top of their penis. But as soon as they loose the weight, they will have regular-sized penises. To answer your last question, most penises stop growing by age 18, 19, or 20. Good luck.

You've to consider penis as whichever other part of our body!
Therefore, its growth follows genetic factors and isn't correlated with height or weight. However, as cogency and proportion suggest, on some cases penis size could follow the harmonic development of the whole body (fatness a part!)

Penile size isn't related to other body parts; it doesn't have a bone. :) It stops growing... well, it depends. Some guys at 14 others at 20.

I had a friend in high school who was 6'10". Just about every time he'd get drunk, he'd get naked and complain about his lack of proportion to anyone who'd look and listen.
"Ohhh, man...Look at this thing...you'd think it'd be bigger on a guy my size..."
