I think you will find most homeless, certainly not all, have some form of substance abuse. I think your grant is referring to drinking on the premises. If they were referring to anyone who has ever had a drink your shelter will be nothing but an empty cave with a hollow echo. In all probability you couldn't go in either. Contact the originator of the Grant and convey your concerns. I'm sure your mind will be put to rest very quickly.
Thanks for what you are doing. I am a Vietnam vet and although I have a home, many of us are on the street. Many are there by chance but a significant portion are there because of choices they made. May I ask a favor? If you can possibly provide a hand-up, and not just a handout I think you would be performing a greater service than you could imagine. And thanks again...

The regulations sound rather confusing. You can't have anyone there "that drinks"? You mean "that drinks alcohol? yes?" (And no all of the homeless do not drink). But I'm curious. You obviously had to prepare the paperwork for your 'grant'. In so doing you had to have outlined the services you intended to provide. If this is a government grant, they went over your proposal with a fine tooth comb. Surely within your proposal, you informed them of the category of "homeless" you would be servicing. (What about drug addicts?) (HIV patients?) ((people with TB?) (the disabled?) Where did you obtain this grant anyway?

Is it a family shelter or a gender based shelter? Anyway most homeless shelters screen their patrons by requiring rules to be followed. If your grant says you can't have anyone there that drinks it may mean on the premises or that they can't come in visibly impaired. You can require patrons to actively look for employment by scheduling appointments with the local job link service and keeping in touch with area agencies and then allowing people to stay that are following your requirements.

Not all homeless people drink, I think it is wonderful that alcohol is not permitted, I am sure they would rather have shelter than a drink and they would understand why it is not allowed-safety reasons. I think it is wonderful of you to open a homeless shelter, many are needed and there just aren't enough of them to fill the need. Good Luck to you!

Good for you for such selfless work!
If your grant gives regulations you must abide by them. Can you place a large sign to that effect where your 'guests' sign in? and anywhere else you think it will be needed, i.e.
"DRINKING PROHIBITED ON THESE PREMISES
or Supporting Grant can be revoked"
or something else very very clear.

Gambhir is decrease back in type as he basically scored a century in enjoyed ones circuit so it would a good theory to call in decrease back for the 4th try to replace him, in spite of the certainty that Rahane or Tiwary could be a good decision too.
