If it is a card you can use for a play, yes you can. If you need a card further down in the pile you must take all cards.

If there is 3 cards in the discard pile that makes a rummy do you have to take the whole pile

You can only choose from the discard pile "if" you are ready to use that card at that time... now, if needing the top or last card that was discarded then that's the only card you have to pick up. However, if the card you need is, lets say half way back in the pile, then you have to pick up all the cards "from that card to the last card discarded" any cards "before" the one needed can remain in the pile.
