HCl is not an oxidizing acid, so the oxidation of iron occurs only by the reduction of H+ to H2 and only goes to ferrous ion. To get ferric, you would need an oxidizing acid like HNO3.

HCl hasa charge of 2-, so the compound needs to stay balanced...Fe can be either 2+ or 3+, depending on the corresponding anion...
