Depending on your state it may be different, but in California it is legal as long as you do it safely and use your turn signal.

It is illegal. Why would you ever consider changing lanes in the intersection? Traffic is going through on all four sides of you. Why create an accident or put others at risk? Maybe you had better read your drivers manual again..study it..
