You should see the ASININE wastes of time and money that happen even at the state level. THere is no logic to it.

When I was in the USMC, and we would shoot weapons of any kind, when everyone has shot, we would sit around and blow the rest of the ammo off. Because if you turn it back in, you will get shorted in your next year's budget. So, we randomly blew up stuff. For instance, once we blew off 3000 rounds of .50 cal. some with tracers. At the time, 50 cal rounds were 7 dollars apiece...that was just one unit. Imagine the waste through out the whole military.

It is not just mid level management. Bureaucratic employees have the worst entitlement mentality of ANY one. They really live by the thought that they cant get fired, and act accordingly.
