can i shoot them....or will throwing bricks at them get rid them?

No you cannot hurt them, they are a federally protected species. Killing, injuring, harassing the bird, destruction of nests and possession of any part of the bird/egg/nest is illegal. This would be a federal offense and the penalties are some hefty fines and possibly jail time. If they haven't laid their eggs try discouraging them metallic strips that blow in the wind could work (birds seem to hate these), Do not let them build the nest and remove the debris as they bring it along ,if the nest is complete and there are eggs don't touch; you'll have to live with them until they leave, instead keep an eye out so that this doesn't happen again. Fake raptor probably wont work, gulls are very aggressive and not easily.intimidated (not to mention even the dumbest birds realize it's fake after a short time), they often try and steal prey from raptors.

Your best bet is to block up the area with chicken wire.

As a protected species it is illegal to disturb nesting areas, so you CANNOT tear out the nest.
Depending on your location, the fines are pretty steep --
BOTH state and federal penalties.

if you shoot them, there could be dangerous stray bullets.

If you throw bricks at them, you might smash a window.

Climb up there and pull the nest out.

Some places put a model of an owl perched nearby. It seems to keep the seagulls & other pests away.
