You have to remove all the under dash sound insulators/panels and clear them out of the way. There are several 7mm screws in the lower part of the dash panel that all have to come out. The actual front part of the dash just pulls off as it is clipped in, but be careful as these clips hold tight. Once that is removed you will see more 7mm screws holding the top of the panel to the dash. Remove all of these. You also have to remove the emergency brake release cable for the foot pedal. Then there are a couple of bigger Torex head screws that bolt in on the bottom of the panel. Get these out of there and the panel will fall out. The flashers can now be replaced. I would recommend replacing both as this is kind of a crappy job and for the cost it is kind of stupid not too. Good luck.

The manual I am looking at show the turn signal and the hazard relays are located on the fuse block.
The fuse block is located under the dash, just above where your left foot would be when driving. above the kick panel.

The hazard relay is the upper most relay
The turn signal is one of the two lower ones. It should be the one to the left and up as you look at the fuse block

crawl in the vehicle with your back on the driver side floorboard. Look up by the ash tray and toward the firewall... should see the relay. Grab and pull it should come out. Pop the new one in.

Leave the dash alone.

It's not likely that you'll need to remove your dash panel. Maybe http://www.autozone.com can help you locate it. Usually you can replace them from under the dash once you locate them. Here's where it should be located:

Front seating area, driver side, passenger side of steering column, under dash, mounted near cigarette lighter. Optional mounting location is under dash, on driver side of steering column

Turn the flasher on to help locate it if it still clicks somewhat.

Idk how but if you go to pepboys or autozone you could just get a haynes manual for lik 17 bucks and it'll show you how to rip the whole truck apart and put it all back together.
