Anarchy!!! Only the bullies would be able to select leaders.
In a democracy, we would never be able to get a leader (like President Bush). We'd only be able to get puppets of the governing elite. By leading the world toward democracy (that's his description of self-determination), President Bush is pushing us toward a one-world government governed by the elitists.
Nobody really wants a democracy. A democracy is two coyotes and a chicken deciding what's for dinner.
