Yes it is illegal. But if you are looking for a surefire way to have your daughter hate you for the rest of your life for not respecting her and trusting her WITH HER OWN BODY, then by all mean, go right ahead and put it on her.

Yes, but trying to control your child in such a fashion is cruel and wrong.
Try talking to her about sex. Making it forbidden will make it seem mysterious and exciting, so she will be X5 more likely to expiriment.
