Go into your add/remove programs in the control panel, find it on the list, and unistall it. Should be an easy problem to cure.

Go to add/remove programs, then go into the program files and delete the file itself, then delete any shortcuts you have for it on your desktop and your startmenu list. i used to have Norton a few years ago on my old computer and it slowed down my computer really bad when it would do the scans. It messed up my system so bad, I had to get rid of it, and it took FOREVER to get rid of it. Once you do delete it, don't ever use it. I will never use that crap for as long as I live!

I've reviewed the other answers and add/remove programs is the way to go, THEN, go to your program files and delete the file. If it won't delete, you will have to use an unlocker application. But if you can't go on line you will have to take it some where and have it done, or get a friend to put one a disc or floppy and install it that way.

The only solution I got because the Norton antivirus is on your system and becomes a part of the OS, the best way is to format computer (empty it) and never again install Norton.

You'll need to do it in safe mode. Since it starts when windows starts you can't uninstall it when windows runs normally. To start windows in Safe Mode start pressing f8 when your computer restarts and you will get the startup options. I recommend AVG Free. It's the best.
