The arms race during the cold war was between the US and Russia. Both countries feared the power of the other and therefore began to arm themselves allegedly in preparation for self defense if attacked by the other. Both countries seemed to be in competition as to who could build the biggest and most effective bomb and to arm themselves to the hilt with such weapons. The Cold War came to an end with the fall of communism and the breakup of the Soviet Union.

aThe arms race was based on the principle that being better armed than your main opponent would prevent that opponent from attacking you. As technology improved, the weapons and numbers of weapons improved on both sides.
Cold wars can often be fought without conventional weapons. Asian cultures view economics as weapons as well. In the minds of some Asian cultures, they are still at war with the united states, and will overcome the strength of Americas weaponry by infiltrating businesses and culture. That is how wars are won without fighting a shot.
Many people view the illegal immigration problem as a type of cold war. The illegal immigrants are changing the American culture and influencing politics. Eventually, decaying the basic principals of the founding fathers. It is a historically sound, and historically effective method of change.

It refers to the build-up, of both nuclear and conventional forces, between the Soviet Union and the United States, with the belief that the more/better weapons they had, the better chance they had of defeating the other in the next war.
