if he does de-restrict it he will kill the engine really quickly he would be better off just getting a faster moped or getting a motorbike license then a motorbike

Prior to taking this action remember that if you alter or modify any vehicle you must inform your insurance company otherwise it will become invalid. Particularly important if the scooter is being ridden on a provisional licence as the scooter has to be restricted by law until the bike test is completed.
