Okay I can tell you how to increase the virtual memory but cannot tell if it will help you or not. Pick_Me pretty much explained it. But he said computer local and all that. I have no idea about what that is...but he was right when he was talking about performance options.
So:
(Assuming Windows XP)
Right click on my computer.
Click properties.
Click Advanced.
Under Performance, click setting.
Click advanced.
There under virtual memory click change.
From there pretty self explainatory.

To change the size of the virtual memory paging file
Open Computer Management (Local).
In the console tree, right-click Computer Management (Local), and then select Properties.
On the Advanced tab, click Performance Options, and under Virtual memory, click Change.
In the Drive list, click the drive that contains the paging file you want to change.
Under Paging file size for selected drive, type a new paging file size in megabytes in the Initial Size (MB) or Maximum Size (MB) box, and then click Set.
If you decrease the size of either the minimum or maximum page file settings, you must restart your computer to see the effects of those changes. Increases generally do not require a restart.

Check virtual memory size, should be 1 1/2 times your RAM. It can be changed by you, but another solution would be to eliminate some of the unwanted programs running all the time on your computer.

Try getting more ram , and since its pentium 4 its probably ddr1 or 2 ram, which is ancient, and dead cheap, but its not really manufactured any more, so its gonna be slightly tough to get it. If i were you I would not waste money on a already ancient pc to improve it. Get a new pc, If you need help I can get a good setup for your budget, Oh and try using system cleaners like glary utilities, or Registry easy [you need to pay for it] Once you have it clean your registry, and then defrag it . I use glary utilities, and I love it, Try de fragging your hdd too, it works at times

If you get these messages, it's a good indication you may want to also install more ram. If you have 256 or less you really should look into doing this specially for the long run.

Ok.. you can't fix the problem permenantly from the windows operating system.. you can fix it temporarily if you want but what i advise you to do is increase your physical RAM and this message will never appear again.
