Well, start with voter turnout (note, many are compulsory):

Then, look at government structure:

Next, look at the level of perceived corruption:

Finally, economic freedom:

If I had to pick the most consistent one country out of all of the countries in the world: New Zealand. It's eighth in voter turnout, it's democratic, it's the third least corrupted, and it's ranked fifth in economic freedom. All of these factors point to a well educated, and politically active populace.
By comparison, The US ranks 139th in voter turnout, it's a federal republic (with democratic roots), it ranks 17th in corruption, and it's the fourth most economically free nation in the world.

Pretty much anyone outside the US. Even the Mongolians run a better country and have a wider range of political voices, plus freedom of the press.
And it's the communists who are in control right now, re-elected a second time.

Iran. Obviously. They led the Europeans around by the nose for years, thumbed their nose at the UN and are attacking the US and the rest of the world is too lazy or too frightened to do a thing.

If we had not voted to keep Bush in office the last time, I would've said the U.S. However, we did redeem ourselves a little at the last midterm elections. However, I really can't think of a country that always gets it right.
