If you mean in the States, road congestion is a local issue, not a national one. It should be handled by local and state governments. The only congestion the fed should have ANY remote say in involves the interstate highway system.

Answer to road congestion UK.
ONLY permit the maximum of TWO private vehicles to be registered to each household.
Of course, as this idea they have is ONLY to ease congestion and not make more money on it, or to track everyone in the UK.
The government should at least consider this idea.
Tony Bliar did say that it is NOT a stealth tax, he said that so many times, I nearly believed him.

There are too many cars on the roads, they want to remove them so the working class man will pay the most as usual to get to work or use a bike to save money. Where as company car owner's,bosses,MP's, etc will be able to travel around easier having some else paying for the luxury. Why can't these business drivers hold meetings over the web with camera's etc, and save the money and congestion
