is it worth it to buy the kintetsu train ticket??

Yes, often.
My wife comes from Mie... so we often travel back there.
Buying a kintetsu rail ticket... well, that would depend on where you're heading! If it's to go from Osaka to Nagoya (or vice versa), then no... buy the Shinkansen ticket. But if it's to travel around IN Mie, then yes, that's the best way to go. The Limited Express trains are very comfortable, and reasonably fast.
A word of warning tho' - Kintetsu STILL has 'smoking cars' on their Limited Express trains - unless you're a smoker, avoid these like the plague!

The highlight of Mie is I think Ise Jinguu(shrine) where ancestors of Emperor family enshrined. Architecture of this shrine is quite unique in Japan so not only historical point of view this is worth a visit. Cultured pearl was first made at Ago-Bay. There is a good pearl museum and shops which are also worth a visit.
