You need to give more background information of this situation....
If you see this girl a lot (like at school), you can wait a short time. When she sees you (remember to smile), how does she react? Any eye contact? Smile? If she completely "doesn't see you" and doesn't know you exist.... then let it be. Depending on her reaction (you should start learning how to read people), if it's just a little positive, you can take the slow approach & take your time. If it's very positive, of course, then ask her out.
If you don't see this girl very often, and she really does seem nice, then go ahead & ask her out.

Well of course you should! You only need confidence,will and determination even if she lets you down (but we're hoping not..)
