How can I stop people using my non-wireless connection being used by laptop uses that come into my house ?

The only way I know of blocking Dial-Up internet is by having an AOL account, where you have the AOL software on your PC with your unique AOL username and password - which other people cannot guess or break into.

Other than that, you simply have to put locking panels on telephone sockets, as people may try to use casual access dial-up accounts which go directly onto the house phone bill. If you are in the UK you may be able to get those types of outgoing calls blocked by your phone provider. If you are elsewhere in the world, that same selective call number range blocking might be possible.

If you're really determined, you could get a wireless router and broadband, and route all the house phones through your router - which will enable you to COMPLETELY control the house telecoms and block any device you want to!
