It is normal for some turbo's to 'whine'...a turbo spins at very high rev's.It is not so easy just to answer your question with so little information.Many turbo's whine when the engine revs drop, as inwhen you decellerate.
Sometimes a turbo might 'whine' more than normal because the turbo bearings might be on their way out.
If the sound of the turbo has changed at all , you should have a expert listen to it, i don't know how long you have had the car, and if the turbo is factory installed.
Regular oil changes every 5000 kms , or as instructed , is a must for turbo engines .Turbo engines should also be idled for a little while before shutdown to give the turbo bearings a chance to cool down.

The whistle you hear is the normal "spool-up" of the turbo fan. If I were you I'd be checking every bit of the exhaust manifold, clamps and gaskets for abnormal leaks. If the fan started making an abnormal sound, get at your inspection immediately.

the turbo basically works but sucking in air and forcing it into the engine - that whistler is the air being sucked in - it's normal

yeah you should, because the turbo gets rid of the excess air to the engine then obviously means more air cooler the engine so faster it should go or something like dat, all i trully know that it's the excess air

yes it should but if you can hear it when your driving there may be a split it you air intake and that will need fixing pronto
