With no offense, and all due respect to any others who answer, Why wouldn't you treat and kill the mildew first,,,AND determine the WHY for the mildew.
Mold and mildew, attack substances like Wood, Drywall PAPER,,,AND PAINT.
Kilz is a fairly decent "Stain" hider, but even paints with mildewcide in them aren't the solution to the more important problem.
BTW, Bleach applications are only a Temp. fix too.

I would not think the kilz would block mildew as the mildew has developed on the surface and not come through from the back. There are mildecide additives that can be added to paint that will help inhibit mildew growth. Try paint or hardware stores. It comes in small packets. The north side of our house will develop algae/mold during wet summers, so last summer I scrubbed the surface with bleach and repainted it after adding some of this mildecide to the paint. I will know by this fall how well it worked.

I had a mold and mildew problem in my bathroom for the longest time. I installed a ceiling ventilation fan and treated all the drywall portions of my bathroom with KILZ. I then painted over that. Its been over a year and I haven't seen any mold or mildew yet. I use Tilex on the ceramic tile in the bathtub and on the ceramic tile along the wall. Also, don't leave shampoo/conditioner, body wash or wash clothes in the shower. This will cause mildew to grow around them. Good luck!

First off mildew is a moisture problem. You can't paint on a wet surface so you got to fix that first. Yes, Kilz will stop mildew from bleeding thru the finished paint job that goes overtop of Kilz. It also stops rust and indelible pencil.

Zinseer makes a product called "Mold & Mildew" remover, it will kill the existing problem but will not solve it. Most likely you've got a moisture problem. Zinseer also makes a paint that is garunteed for 5 yrs to prevent mildew and trust me they do work. good luck. DON"T just paint over your mildew!

I think it would work! Before you apply it though, scrub the area good with a hot water and bleach solution and let it dry really good. You might have to apply 2 coats of the Kilz, but it ought to do the job:) You need to find out where your water/dampness problem is coming from though, or WHAT is causing the mildew problem (If you don't already know:) and fix it before you do anything. temporarily yes, mildew is a fungus which only grows in stagnant continously damp conditions, finding the source of the dampness of the dampness is the real cure, ie poorly vented bathroom, tile missing on roof, etc etc. scrub with a bleach mix, then if you're painting over a water stain use an oil based gloss undercoat first, then emulsion over it. the water mark will not come back through the oil based undercoat

Clean with TSP from a paint store or home center. Allow to dry. Paint with a stain-blocking primer like KILZ then paint with a kitchen/bath paint like you mentioned. Ask for a stain-blocking primer paint or use shellac which is globally available
