To get the wishing well, you have to have a score of between 700 and 1000 after a review from the Garden Club. Remember that all landscaping on the lot can also add or detract from the score. Scorable garden items are as follows (there are also points for landscaping... I'll post some of those at the end of my answer, but not all because there's too much information to type out):

Garden Plant Scoring:
Thriving 25 points each
Really Healthy 20 points each
Healthy 15 points each (all of these are per plant)
Barely Healthy 10 points
Barely SIckly -5 points
Sickly -15 points
Dead -40 points
Infested with Bugs -5
Untended -5
Grossly Overwatered -10
Overwatered -5
Underwatered -5
Grossly Underwatered -10

Orchard Tree:
Thriving 25
Really Healthy 20
Healthy 15
Barely Healthy 10
Barely Sickly -5
Sickly -10
Really Sickly -15
Dormant 10
Infested with Bugs -5
Untended -5

Compost Bin:
Empty 5
Contained Composted Material 10

Garden Plot:
Dirt 4
Fertilized 7
Composted 10
Empty -5

Other Scoring Factors:
Ladybug House 5

Landscaping:
Basically, the more expensive the shrub, fountain, potted plant, sculpture, or tree is, the more points you get. If you have the most expensive fountains or sculptures available in the catalog, you get 25 points for each of them. Interestingly, cow plants will give you points too. 10 points if the cake is out, 15 if the cake is in.

Example:

Fountain Scoring:
Cost:
$0-$399 5 points
$400-$649 10 points
$650-$899 15 points
$900-$1149 20 points
$1150 and up 25 points
