There is no wiper circuit braker in a 2004 Malibu. The wiper motor is controlled by the vehicles body computer located inside the center console. It operates the wipe motor via 2 fuses, 2 relays, and a diode. 1 of the fuses is located in the body computer which can be accessed by removing the cover on the left side of the console in the passenger footwell area. The rest of the parts are in the underhood electrical center in the engine compartment.

I don't think the wipers have power supplied to them by a circuit breaker, but I could be wrong. All fuses for this car are in the sides of the dash. The legend for the fuses is on the back of the cover which will tell you which one you are looking for. If it is a circuit breaker it will also be in here. Good luck.

It should be in the fuse block, assuming that you have found it. It is marked with small letters, need a flashlight. Auto parts stores have handy fuse testers that make it much easier to test them.
