It depends upon the person's relationship with you.
If that person is not your relative , but a Friend(?) , better call him an associate or companion, then , just avoid him totally.
If that person happens to be a colleague or a person in your team, whom you can't avoid, do not talk to him anything and behave as if he is not there.Talk to him ,if his opinion or signature etc is essential.Otherwise boycott him, .
Analyse, why he is behaving like that.Is he so with you only , or is he like that with ever person?,If he is disturbing you only, there should be a reason.Find out what that is.It may be a trivial comment. you made without your knowing it or jokingly.Or it may be some act you did that made him worried.Or it may be his nature, in that case TOTALLY AVOID HIM.
There is no point in counselling him and trying to mend him.
If you dint entertain him, then he will automatically change, if at all ,he is atleast that much sensitive

1) if the troubles are small ones, ignore them and bare them patiently. after all, till when can one trouble you.
2) but if the problems become a cancer then ask him/her to stop it and do it seriously. if it still doesn't work, take help of a senior person close to him who can explain him to stop such things and please don't bother of people calling you a complainer.
3) there is always a last way out, so if you want to try the severe manner, then just physically beat him up. but its usually recommended to sort out problems mentally rather than physically.

You have to talk to them and tell them about it. If you don't talk to them, they might not even understand that there is a problem. If you sit down and talk about it in a nice way, it gives them a chance to understand you and do something about it.
If you don't say anything you aren't giving them a fair chance to change.
Communication is the key!
