well there r many reasons
1,indian pitches are dry and hard which doesnt really give help to pacers.so not many guys try to become fast bowlers as they know that they r going to get hit hard
2.if u see closely the pacers which we have like munaf patel,agarkar etc.they never look like pacers from thei physique.you need to have good physique,health in general to throw the ball at such high speeds.
3,in india mostly batsman are being looked upto.everyone talks and love to watch tendulkar,dhoni because they hit sixes and fours.but poor bowler most of the time get the bashing.so every young kid wish to be batsman

And The Main Enjoyment is in batting :

Without any proper guidence and proper encouragement it's not possible to produce fast quality bowlers

After cricket started in India, more emphasis was given to spin bowling as it was the weapon of indian Cricket. Hence not many hyoungsters showed much interest in fast bowling. however, things are changing gradually and I am sure within the next couple of years, india also will have some genuine fast bowlers.

The tendency to bowl fast is not there in the country.
Sportsmen are not motivated to bowl fast
They need great stamina and physique
Incentives should be provided to emerging, bright talents.
Because of corruption, politics, doping in indian cricket organisation and coaching, poor bowlers are not able to build stamina, and a supple mind which will help them achieve great pace in their bowling.

In India almost all pitches support spin bowling
Indians think that spin is a great weapon against AUS,SA etc.
Fast bowling does not not get the importance that spin bowling gets

Maybe we are not nuturing the raw talent available in the schools and the streets of India. Do we really have a sincere committee that identifies talent that is there, this is the problem.

Might be. coz fast balling needs a lot of power. you just see the body fitness of those paki ballers. From one shoaib akhter, you can extract like three Gangulies. They eat meat, not veg. secondly they don't rely on rice only. I don't know is it weather or what but those guys are much stronger and taller.

just ask person named "INDIA" not me.but if you asked me then it is the less confidence of Indian bowlers.but the selectors select only one player from a state.so this could also be one reason.but i think so there are many fast bowlers on India.we just have to give them one chance and find them.
