i think you should use the cover of the "True Blue" album, where she has short platinum (ugggggly) hair and a sort of leather coat on, and she's cocking her head back. at this point she was still fairly young, the cover is very 80's, and the album was record-shattering at the time. so it's a very familiar pose. also, the cover of penthouse magazine is pretty memorable, if you can get rid of the "penthouse" logo or find the picture without the words all over it.

Personally, I find the Like A Prayer album her most essential album of the 80s. It contains hits such as Express Yourself, Cherish and of course Like A Prayer. The video for Like A Prayer is legendary as well. So a picture from that period could be very well fitted.
Herb Ritts has made many fantastic pictures of her in the 80s, most notably for the True Blue album (for ex. the cover) and the Cherish video.

I think the quintessential image of 80s Madonna would be stills from her early 80s "Borderline" period. (ie: dozens of black braceltes, big bow tie in hair, frizzy hair etc...)
