Rub it with a piece of tissue, if it's gov't ink some of it will rub off.
If you hold it up to the light, you should be able to see red adn green squiggly bits throughout it.
Take it to a professional.

A 1939 bill will not have the modern markings. Look for red and blue threads located throughout the bill. Most any 1939 bill is going to be ok, they are not faking them these days. You are right in not marking it, it could decrease it's value.

If you have a 1939 series $20 bill, it is FAKE, there is no 1939 series in any denomination in U.S paper currency.

Most coin dealers also have knowledge about currency's.
Do not sell it till you get the going value,it changes.(check on eBay)
Condition is everything,if its been folded or stained if it has any holes ect. the value drops allot.
