As a UAE resident with a valid residence visa you do not need to apply for a visit visa.

In case you stayed out of the UAE for longer than 6 months then your visa is not valid no more and needs to be cancelled before you can apply for a new visit visa.

Only the authoroty that has issued your resident visa in Dubai can cancel it. For the cancellation you need to produce the required forms and your original passport.

While out of the UAE you have to send your original passport to your former employer by courries and request the cancellation of your present visa. After your passport is stamped by the Naturalization and Immigration Center your passport will be send back to you.

No, you can not.

If the existing residence visa is valid or not, doesn't a matter. You could not able to go back to Dubai. Your fresh visit visa application will be rejected from the immigration dept due to your existing visa, which has not been cancelled.

You should get cancelled it prior to applying for a new visa.
