It really depends on what language you want to learn. I'll just assume for the meantime that you want to learn another language aside from English and Filipino.
For many languages, the best places to learn would be at the cultural offices of the particular country that the language comes from. For instance, the Alliance Francaise (http://www.alliance.ph/) in Bel-Air, Makati has a good French program, the Goethe Institut (http://www.goethe.de/ins/ph/map/enindex.htm has a good German program, Instituto Cervantes (http://manila.cervantes.es/) has a good Spanish program. What's even better about studing at these places is that you can get to take exams that certify your proficiency in these languages. You can make a call to the embassies of certain countries and ask them for their recommendations, as well.
There are also several centers that offer lessons in a large variety of languages. The best that I know of is Berlitz, they have a branch in Makati, this is their phone number: 817 9319.
Some universities have very good language programs, as well, like the University of the Philippines, Ateneo de Manila, and De La Salle University. However, I think you have to be a student at those universities to be able to take classes there.

i started to learn English from listening music, reading books, magazines, american cites, watching american movies and talking with americans. its best way, and the main thing - its more interesting than other methods!
