Good question.

Jean Baptiste Say would say that there is not demand without supply, and as that relates to unemployment, as long as there is a supply of workers, there will be a demand for workers, thus making the choice to work voluntary. (I don't think though that Say took into account a minimum wage law)

Take for example, that there are 10 people unemployed and no minimum wage law. If you need workers for your house, you could pay each of them $1 per hour to work for you, thus they then would be employed. If they chose not to work, it would be voluntary.
