Many nationalities of European countries do not required a prior visa to enter in UAE. If you are holding a valid visa of any GCC countries, also eligible to enter UAE. You will get an entry visa upon arrival. Otherwise I would suggest you to contact your airline; they will assist you to arrange a transit visa for you.

You may have 2 or 3 hours for a quick visit. It will take you about 30-45 minutes to travel from the airport into town. So figure two hours for travel time.

Citizens of the Following Countries no longer need to obtain a visa prior to entry if the duration of stay is less than one (1) month:
United States,UK, France, Italy, Germany, the Netherlands, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece, Cyprus, Finland, Malta, Spain, Monaco, Vatican, Iceland, Andorra, San Marino, Liechtenstein,Canada, Australia, New Zealand, Japan, Brunei, Singapore, Malaysia and Hong Kong.

As a rule you can not leave the airport if you are in transit. You will need to check the rules on your actual flight ticket with the airline that you are flying with.

You should ask your travel agent or your airlines' office, they have to "sponsor" your transit visa.
