The man should put the coins in the bag as explained below:
Bag 1 - 5 coins, Bag 2 - 5 coins, bag 3 - 10 coins, bag 4 - 10 coins, bag 5 - 20 coins, bag 6 - 50 coins, bag 7 - 100 coins, bag 8 - 100 coins, bag 9 - 200 coins and bag 10 - 500 coins. This way he will be able to give any amount of money whole number to the multiple of 5.

twenty coins each in the sixth and seventh bag
