In the winter, the coastal places are usually the warmest, because the ocean takes a while to change temperatures, thus in the winter, it is usually warmer than the air, and when wind blows off of it, it warms up the air. But in the summer, the coastal places are usually cooler, because of the same reasons...the ocean takes longer to warm up, and when wind blows from of it, it cools the air.

If the distance is near the Sea and it's Winter time it will be warmer then further in land.
During the Summer time the Sea temperature will slowly pick up because of the Sun shine. When Winter comes, the Sea temperatures will be higher them land temperatures. So the incoming Winds from the Sea will help keep coastal areas warmer then in land temperatures.
