If you give some "minimum amount" to everyone, all that will happen is that prices will go up and that "minimum amount will eventually be like having no money at all. Prices are set by supply and demand. Demand is expressed by how much a person is willing to pay for something. If you increase everyone's wealth by $100, for example, their willingness to pay more for something will increase proportionately so it really doesn't help anyoe at all (just like the minimum wage doesn't really help anyone).
People CHOOSE to do illegal things because the percieved benefits outweigh the percieved negative consequences. If people percieved greater negative consequences associated with illegal activities, many would CHOOSE not to take those actions.

Their are those certain ones that will take advantage of free money if thats what you want to call it. But whats bad about this is that it makes it hard on the ones that really could use it.

they can help everybody that provides they might income issues while not having to earn them or paintings for them. And everybody that defends their applicable to homicide their unborn babies, because of the fact they're too lazy, egocentric and irresponsible to care fora baby they chosen to make
