Is it easy to learn developing such web pages???

Yahoo answers was built using PHP. Once a page crashed, and revealed part of the PHP code haha.
Yahoo answers is not easy to develop but it is not over-complicated either. It requires a well designed Database. The system has to be very scalable i.e. be able to support an increasing number of concurrent users.
You will need lots of knowledge to develop an application like Yahoo answers. The team to develop such application should include graphic designers, User Interface specialists, HTML/Javascript coders, web developer (to code the server side of the pages), and certainly Database Administrators and Developers.
If someone is experienced enough, he can develop the whole application himself.

No...it isn't easy :-). It can, however, be learned, if you're willing to put in the time. Generally speaking, people start by learning the basics of HTML...then I'd recommend migrating over to CSS. Once you've got that nailed, you can start learning a bit of scripting...JavaScript (client side), and PHP (server side), are good first choices :-)

No it is not easy. People with a talented designing skill and know how to use CSS and HTML can really learn it.
